DOCF (Database of Open Case Files)

DOCF

PART OF THE CASE MAPPING, SELECTION AND PRIORITISATION TOOLKIT

DOCF supports selection or prioritisation of cases for criminal investigation, through the application of coherent criteria, mapping, real-time monitoring and identification of bottlenecks or backlogs of open case files.

  • Organise open case files of core international crimes and gross human rights violations;
  •  Map and analyse open case files according to geography, time, legal classification of offences and liabilities, protected objects or vulnerable groups, alleged perpetrators and belonging;
  • Diagnose bottlenecks or backlogs of cases according to each stage of investigation and adjudication;
  • Increase accuracy, information-flow and transparency on existing case files;
  • Enables application of criteria for case selection and prioritisation.

DOCF builds on earlier models developed by CMN Advisers in Bosnia and Herzegovina (through the good offices of the OSCE Mission) and in the DRC (through UNOPS).
